Background and establishment of CSO

September 2018
The Chief Skills Office was established under the Rwanda Development Board to align skills development with labour market demands and bridge the gap between education output and employer needs.
Mandate defined
Mandated to provide effective oversight and coordination across Rwanda's skills development and employment promotion ecosystem — working with TVET institutions, HLIs, employers, and government agencies.
Today
CSO serves as the apex coordination body, conducting Labour Market Analysis, facilitating private sector partnerships, and driving Rwanda's national skills strategy in alignment with Vision 2050 and NST2.

Strategic Goals of the Chief Skills Office

Three focused interventions to align skills development with labour market demand

01 Promote and coordinate sector skills and capacity development
Promote and coordinate sector skills, capacity development strategies and actions to respond to private sector needs. CSO works with industry associations, employers, and training providers to ensure that skills curricula reflect the actual demands of Rwanda's growing economy — from ICT and manufacturing to agribusiness and tourism.
02 Conduct Labour Market Analysis for priority sectors
Conduct Labour Market Analysis to identify current and future skills needs in priority sectors and for key investment projects. This includes skills gap assessments, occupational demand studies, and sector-level workforce projections that feed directly into national training policy and investment decisions.
03 Facilitate labour market integration through innovative partnerships
Facilitate labour market integration through innovative partnerships and interventions. This includes internship programmes, industry-academia linkages, apprenticeship schemes, and employment facilitation platforms that connect skilled graduates directly with employers in Rwanda and across the region.
